The Welsh Government and its Ministers are the Highway Authority responsible for the Motorway & Trunk Road Network in Wales. The A40 at Trecastle is a Trunk Road.
Please accept our apologies for the delay in responding.
As stated in our correspondence of 21 December 2021, attached, the Welsh Government does not permit the installation of any signs owned or part owned by community councils or local groups.
As the speed limit on the A40 at Trecastle is 40mph at present, this section of the A40 was not included in the 20mph national roll-out, which was limited to roads which were 30mph. However, we are currently updating the Setting Local Speed Limits in Wales (SLSLiW) guidance, to reflect current Welsh Government policy including the national roll-out of 20mph speed limits and to meet the ambitions highlighted in Llwybr Newydd: the Wales Transport Strategy 2021.
The Welsh Government will review the speed limits across the Trunk Road Network, following publication of the guidance.
The Welsh Government would encourage you to address your concerns to GoSafe, the Wales Road Casualty Reduction Partnership, which is responsible for speed limit enforcement. You can do this online Report Speeding Concerns in your Community | GoSafe.

Urdd National Eisteddfod Dur a Môr, Parc Margam a’r Fro 2025
As you may be aware, the National Urdd Eisteddfod will be visiting Margam Park in 2025, welcoming children and young people from all over Wales after months of competing at local and regional Eisteddfodau. As a charity, the Urdd is more dependent than ever on the generous donations from Town and Community Councils who can support cultural opportunities for children and young people within their region.
The Urdd Eisteddfod holds over 250 local and regional Eisteddfodau in every community in Wales, with over 90,000 children competing annually. Of these competitors, 15,000 will be invited to the final round at the National Urdd Eisteddfod to perform on one of the festival’s main stages, as well as on S4C and BBC Radio Cymru.
In order to sustain the local Eisteddfodau and a successful national festival, we are dependent on the support of individuals, organisations and institutions on a local and national level. But without local support, it would not be possible for us to stage our whole provision in its current form. Support is paramount to its success both practical and financial. The Urdd Eisteddfod in 2025 will cost over £2.1million.
Numerous Councils have already donated and we are most grateful for the support, but if your Council has not yet contributed, we would kindly ask you to consider a financial contribution to assist your local appeal committee in order to ensure the success of the Urdd National Eisteddfod in 2025, and support the children who will represent your town or community on the national stage.
I would like to thank you for your time and hopefully you will draw the councillors’ attention to the festival and that you will support the Eisteddfod. If you have any further enquiries, please feel free to contact me.
- One Voice Wales (25.10.24) - Local government services pay agreement 2024/25
- PAVO (28.10.24) - Brecon Locality Network on 5 December 10.30-12.30 at The Subud Hall,- this meeting will have a focus on the Social Value Forum Fund for the next year.
- Powys (29.10.24) - Powys Climate and Nature Conference for Town and Community Councils and community groups, the conference will be on December 7th, at the Metropole Hotel in Llandrindod Wells, from 10am – 4pm.
- Powys (30.10.24) - During 2023 and 2024 Powys County Council has been developing processes to work towards our Net Zero goal of 2030 and to protect the natural environment.
I am aware that many of you also have aims to become net zero with different targets and action plans to suit your own particular needs.
None of us can do this in isolation and recently at a Powys Climate Stakeholder Meeting, some members being town and community councillors, it was suggested that we resend this document, a report commissioned by Powys County Council in 2023 to establish a transformation programme and a way forward.
This document may be of interest to you. Please do contact me if you would like to find out ways of working alongside Powys County Council in our quest to reduce carbon emissions, help protect the planet and work towards protecting our precious natural environment in Powys.

- PAVO (5.11.24) - Canva training at 11am on Monday 11th November at Ystradgynlais Volunteer Centre. There are also still spaces available for our ' World of Website' training on Monday 18th November at 11am. Booking for both courses can be completed using the link below. Both training sessions are free for volunteers, those thinking of volunteering and voluntary organisations to attend – clerk sent to Jeremy Watts.

- One Voice Wales (13.11.24) - The Welsh Government Local Places for Nature programme has been providing funding and support to Community and Town Councils since 2020. Some of you may have been lucky enough to have benefited from this funding through The National Lottery Heritage fund, Keep Wales Tidy packages or your Local Nature Partnership.
One Voice Wales has also provided support, advice and training to the sector through its Local Places for Nature Officer Rachel Carter.
To celebrate this 5 year programme One Voice Wales is holding a Showcase event with contributions from a selection of Councils who have received Local Places for Nature funding through the programme so far.
A warm welcome is extended to any members of Community & Town Councils who would like to view the exhibition which is open to the public between 10am and 3pm.

- One Voice Wales (13.11.24) ; the Wales Covid-19 Inquiry
Special Purpose Committee is seeking information to inform scrutiny of its consideration of the UK Covid-19 Inquiry Module 1 Report.
The remit of the Committee is to consider the reports at each stage of the UK Covid-19 Inquiry and to identify any gaps in the preparedness and response of the Welsh Government and other Welsh public bodies during the Covid-19 pandemic that should be subject to further examination.
At this stage, the Committee is only considering the Module 1 report on the resilience and preparedness of the United Kingdom.
Anyone wishing to contribute can do so by submitting a formal response to consultation by 3 January 2025.

- One Voice Wales (14.11.24) : Call for St Davids Day to be a National Holiday
Dear Sir/Madam,
I would like to draw your attention to the proposal below which was adopted at a recent Gwynedd Council meeting:-
Gwynedd Council is calling on the Westminster Government to transfer the right to
The Welsh Government in Cardiff to designate March 1st of each year as a
official national holiday in Wales recognizing Saint David as the Patron Saint of Wales.
This has been done with Saints of Scotland and Northern Ireland.
The Council also asks for the Welsh Government's support for this (it has previously stated its support) is as well as all County, Town and Village councils in Wales.
I look forward to receiving your response to this proposal so that I can report back to the next meeting of the Council.
