- Point 5a – 3 quotes clerk sent an email to all community councillors and message, once approved clerk contacted successful quote.
Quote 1: - For 5/6 meters of wall to come down and be rebuilt, sand, cement, labour and remove excess material, extra stone as needed £3500.00 + VAT
Quote 2 - For 5/6 meters retaining wall by 1.5 high approx, taking waste away, bring stone in and sand and cement £2550.00 + VAT
Quote 3 - for the whole wall £20,000.00
- Point 14 b – One Voice Wales response : The General Power of Competence (GPoC) was established by The Local Government and Elections (Wales) Act 2021. It allows eligible community councils to do ‘anything that individuals generally may do’ as long as it is not prohibited by other legislation. It is a ‘power of first resort’ and means that the council does not need to search for a specific power to act.
Criteria for eligibility [specified in the 2021 Act s 30 (2)-(4)]
• At least two-thirds of the total number of councillors must have been declared elected (as opposed to being co-opted).
• The clerk must hold a specified qualification – usually in the form of CiLCA
• The council must have received unqualified auditor’s opinions from the Auditor General for Wales for two consecutive financial years, the latest having been received within the previous 12 months.
If a community council wishes to exercise the GPoC, and meets the above criteria, it must resolve itself eligible through a formal resolution made at a full meeting, clearly noted in the minutes. At each subsequent annual meeting, the council must reaffirm, by resolution, that it continues to meet the eligibility criteria. If it does not, it ceases to be eligible.

- Carmarthenshire (27.3.25) - Carmarthenshire County Council’s Revised LDP 2018-2033, In light of these additional sites we are also consulting on updates to the following documents: Integrated Sustainability Appraisal (ISA) Habitats Regulation Assessment (HRA)
- Gov Walea (28.3.25) - The Independent Remuneration Panel for Wales (the Panel) will be abolished on 31 March. The Panel’s functions will transfer to the Democracy and Boundary Commission Cymru (the Commission) (formerly the Local Democracy and Boundary Commission for Wales - LDBCW) on 1 April 2025.
