Hi,  I am writing to inform you that our Community Council Meeting will be held on Thursday 21st April 2022 7.30p.m. at Trecastle Community Hall.  Following government guidelines can I ask all present to wear a face mask and use hand gel / wash hands on entering the hall.

  4. Matters arising from the minutes:

 

  1. Wood u believe it - Playground equipment - work postponed due to COVID in the workplace.  New proposed date - 14th March 2022. 
  2. BBNP Barbara (1.2.22) - Clerk to meet in the park to look at and discuss possible grants on Tuesday 22nd at 10.00 am. - met will update.

  1. (16.2.22) Proposal: Change of use of static caravan from site office to residential holiday letting unit Site Address: Caravan Adjacent To Holiday Letting Units, Blaenclydach, Llywel, Brecon Powys
  2. permission for installation of electronic communication apparatus Yr Allt, Sennybridge.  (3.3.22)
  1. Highways update –
  2. Western Power - (8.3.22) I may of got the wrong end of the stick when I wrote about the rent for the proposed new substation.  I thought that we would lease the land off yourself as you have leased the ground off Powys Council. In fact Western Power Distribution would pay an annual rent to Powys CC for use of the land and you would be essentially giving that piece of ground back to the Powys CC to lease to Western Power Distribution. Sorry for the misinformation I provided. I hope that this will not change the decision by the community council to allow the installation of the substation as Western Power Distribution are trying to improve the electrical network for the people of Trecastle with the proposed new ground mounted substation.Look forward to hearing from you and my apologises again for the misinformation I provided previously.

  6. Commemorative tree - YFC being given a tree to commemorate the Queens Platinum Jubilee- asked if they could plant it in the park. 
  7. Clerks wages - £1164 ( £1042.60 & £260.60 NI & TAX  £121.40 sundries) 
  8. Correspondence:

a. Powys ( 4.4.22 ): Election of three Town/Community Councillors to the Community Sub-Committee of 

the Powys Standards Committee 

 

As you and your Council will know the Powys Standards Community Sub-Committee deals 

with Standards matters affecting Town and Community Councils.  It consists of 9 Members 

(the maximum number permitted) made up as follows:- 

 

•  5 Independent (Lay) Members serving on the main Standards Committee 

(they must be in the majority) 

•  3 Community/Town Councillors representing town/community councils (one 

each from each of the three shire areas of Brecknockshire, Montgomeryshire 

and Radnorshire),  

•  1 County Councillor (appointed by the main Standards Committee from 

amongst the four County Councillors serving on the main Standards 

Committee) 

 

Following the local Council elections at the beginning of May it will be necessary to make 

new Town/Community Councillor appointments to the Community Sub-Committee. 

 

The appointment of Town and Community Councillors to the Community Sub-Committee 

is undertaken by the main Standards Committee following a postal nomination exercise 

and a postal ballot in the event of their being more than one nomination for the shire in 

question. 

 

Accordingly I enclose herewith a nomination form on which your Council after the May 2022 

elections may, if they wish, nominate a Councillor from a Town or Community Council within 

your Shire area.  I also enclose a role profile.   

b.  POWYS COMMUNITY HEALTH COUNCIL Patient Survey about Community Pharmacies (8.4.22) : Powys Community Health Council (CHC) would like to hear patients’ experience and feedback so we can better understand what Powys residents’ views are about accessing their local community pharmacy.

 

We will share the feedback we receive with Welsh Government and with Powys Teaching Health Board.

 

We would be very grateful if you could share our survey as widely as possible.

c.  Pryor & Rickett Silviculture (11.4.22 ) : 

Dear Clerk of the Council, 

My name is Emma and I work for a company called Pryor & Rickett Silviculture as part of the team involved in the creation of new woodlands. We have offices across Wales as well as England and Scotland. 

We want to know about your ambition for trees in in the community. I want to establish a link within your Community Council regarding woodland creation, my idea is that we would correspond in writing or attend one of your meetings to provide a short presentation on woodlands in Wales. We want to answer your questions about trees and woodland creation in a friendly, open forum. Do you think this would be feasible and if so, who would we need to contact to enable this to happen?
